It's the spec decision that shapes the whole floor plan, it's expensive to change later, and most buyers answer it by guessing. Here's a better method — and the flip-seat option that makes the guess forgiving.
Each wheelchair securement position claims real estate: the secured chair's footprint plus required maneuvering clearance — roughly the space of two seat rows per position once the geometry works out. The lift and its doorway claim their own share. So configurations trade directly: the same mid-size body might exist as a 25-passenger, a 20+2, or a 16+2 with luggage. More positions, fewer seats; that's the arithmetic you're navigating, and it's why this decision comes before the floor plan, not after.
1. Count your current wheelchair riders honestly — at peak, not average. The trip that matters is the day program run with four chairs, not the Tuesday with one. If two riders regularly travel chaired, two positions is your floor, not your answer.
2. Add the trajectory. Ridership ages — this is arithmetic, not pessimism, for senior communities, churches, and day programs alike. The bus serves ten-plus years; spec for year seven's riders, not last month's. NEMT and facility operators should count contract requirements instead: brokers and facilities specify chair counts, and the bus that can't meet the spec can't bid the work.
3. Respect the occasional need. Positions used "rarely" still decide whether a rider participates at all on the day they're needed. One position is the difference between "we'll figure something out" and "we've got you." Zero-position buses age badly in every mission that involves the public — retrofitting later costs multiples of the factory option and involves structural work (anchorages and door framing are engineered into the floor and wall, not bolted on).
The reason this decision is forgiving when specced correctly: foldaway (flip) seats in the securement areas. Empty of wheelchairs, the positions carry seated passengers; when a chair boards, seats fold and the position converts. A 16+2 with flip seats is genuinely two buses — an 18–20-seat bus most days, a 16-seat-plus-2-chair bus when needed — and the conversion is a driver's one-minute task.
The practical consequence: when in doubt, spec the extra position with flip seats. The cost of an unused flip-seat position is minor (some hardware, some cost, marginal seat-comfort difference in that area). The cost of a missing position is a rider left behind or a contract you can't serve. That asymmetry should settle every borderline call.
Spec positions generously, spec flip seats always, and this becomes the rare bus decision you never revisit.
